  apparently, it's a weird spelling of "winger" or "whinger." it's someone who "winges," that is, someone who constantly moans about things that annoys them.
  
  whinge is a popular term in both british and australian cultures, and i guess it's kind of assumed that it's universal.
  
  it's derived from whine, and is generally associated with that high pitched, passive agressive complaining from someone who thinks they're above a situation.
  e.g. "oh, i don't want to walk in that mud, i'll get these $3000 shoes all dirty and then i'll never be able to wear them again and i'll have to get a new pair and it's a lot of money to be spending on shoes, you know?"
