  our reason of contacting you is to seek your attention on a crude oil lifting and sale project on hold due to the death of our foreign partner, an iraqi based businessman. the project's first phase (license approval) had been completed before the untimely death of our partner.
  
  we had succeeded in securing lifting license for the beneficiary company for 5 years from the national petroleum agency by virtue of our position with opec and other crude oil sub-agency. let us give you a little insight of what a crude oil lifting license is, a lifting license when issued to a company, gives the company an agent/mandate status to the national petroleum agency which means that the company is authorized to source for and negotiate with prospective buyers for sale of crude oil on behalf of the national petroleum agency.
  
  this agent/mandate status as given entitles the company to a commission of between us$3.00 per barrel of crude oil the commissions vary depending on the mode of delivery (cif, ttt, fob).
  
  on a 2 million barrel of crude oil sale transaction whereby a commission of us$3.00 has been agreed upon, the license beneficiary company has been entitled to a commission of us$6 million. the license on ground has a lifting capacity of 16 million barrels per annum as in 4 million barrels every three months. as a matter of fact the first lifting on this license started last november 2007 and will be complied late january 2008, when the national petroleum agency of sao tome & principe will be paying in the first quarterly commission of $12 million you can imagine how much commission is accruable from the sale of 16 million barrels a year for 5 years duration.
  
  this commission is deducted from the total proceeds of the sale once the purchase payment is credited to the national petroleum agency's account.
  
  in summary, we are proposing to you to join us in equal equity (50:50) partnership on this crude oil lifting and sale project which is already on course. we intend that if you agree, we will have the issued license re-assigned to your company name thereby making your company an agent of the national petroleum agency for sale of crude oil before the first commission payment is made.
  
  we cannot go on with the project alone as we are an official of opec in and among the board of directors of the national petroleum agency of sao tome and principe. be informed that officials are not allowed to engage in lifting and selling, operations or assist in facilitating any such license for any clients.
  this is why we need you and have come to you at this time. the license issued to our late partners company is a virgin one; this has made it possible to have the license re-assigned to another company on sufficient grounds. this we can work and handle efficiently.
  
  if we have an understanding, we will have your company neatly packaged for a swift and successful license re-assignment bid.
  
  at this juncture, we expect to hear from you so as to enable us furnish you with proof of our proposition and further details to proceed we are hoping that we could carry out this business project together.
